Ex-post and ex-ante evaluation of the implementing Protocol to the Sustainable Fisheries Partnership Agreement between the European Union and the Kingdom of Morocco Morocco

Description of Project:
According to Article 34 of the Financial Regulation1, Commission Services have to undertake both ex-ante and retrospective evaluations for all programmes and activities which entail significant spending. The Council Conclusions on the External Dimension of the Common Fisheries Policy (CFP) adopted on 19 March 2012 request that an ex-post and ex-ante evaluation be undertaken by the Commission before the signature of a renewal Protocol. This has been enshrined in Article 31(10) of the current CFP basic regulation.

The purpose of this specific contract was to provide the European Commission with an independent ex-post and ex-ante evaluation of a renewal implementing Protocol to the Sustainable Fisheries Partnership Agreement (SFPA), which entered into force on 17 July 2019, The SFPA that applies for an unlimited period has an implementing Protocol that expired in July 2023.

Services Provided:

Within a consortium led by Poseidon Europe in association with F&S, Poseidon led the evaluation and carried out approximately 53 % of the activities.

The evaluation report, if the European Union (EU) decides to publish it, will be available to the public on the EU office of Publications
