Evaluation of the Coastal Habitats and Resource Management Project Thailand

Description of Project:
The CHARM (Coastal Habitats and Resource Management) project was initiated in 2000 in partnership between the Royal Thai Government (RTG) and the European Commission. The project is now in its full implementation phase to establish a co-management concept, institutional support and capacity building. A Mid Term Review was undertaken in September 2005. The main objective of the mid-term evaluation mission was to provide a clear and concise opinion as to how the project has arrived at its current position and to give recommendations as to best it can operate for the remaining two years. The evaluation sought to assist the implementing agency and Technical Assistance team to develop their strategic vision for the second half of the project. The work included a complete revision of the Log Frame and provided recommendations for change in the project's management. Specific focus was placed on ensuring delivery of the co-management principle via villager empowerment and protection of the coastal resource.
