A Global Record of fishing vessels Global

Food and Agricultural Organisation FAO - Project Dates:
November 2008 - March 2009

Description of Project:
Following work by the High Seas Task Force, and an FAO feasibility study and Expert Consultation on a Global Record (GR) of fishing vessels, it had been suggested that the benefits of such a list would be considerable in terms of issues such as IUU fishing, vessel safety, traceability of seafood products, and policy formation. However, no clear specification of the conceptual structure of a Global Record, or its governance, had been proposed.

Services Provided:
Poseidon prepared two papers as background for COFI 2009 providing a number of options for consideration by Member States. Issues discussed in the papers included:
a. A conceptual model of how the GR might work
b. Potential governance arrangements
c. The activities and costs associated with justifying, developing and then implementing/running a GR.
