Detailed narrative description of project:

The consultancy assignment was aimed at developing the legal and operational framework, as well as the organizational capacity and capability to enable the implementation of the Fisheries and Aquaculture Sector Development Plans.

The objectives of this assignment were to:

  • Provide the appropriate legal and regulatory regime for the Ghana Fisheries and Aquaculture Sector Development Plans

  • Ensure that the organizational capacity, capability, structure, funding, systems and processes of the Fisheries Commission and associated entities are effective

  • delivery of the Ghana Fisheries and Aquaculture Sector Development Plans

  • Develop an operational framework for the delivery of the Sector Development Plans through efficient standards and specifications and an updated compliance strategy and plan

  • Prepare a draft policy for the development and operation of community-based fisheries management networks built around defined fisheries management units

Resource Management Ltd:

Four separate but related assignments were undertaken to develop a detailed set of policies and programs for reform. The assignments were:

  1. A review of the legal framework, including the Fisheries Act 2002 and Fisheries Regulations 2010, to ensure that it provides an enabling environment for the Plans;
  2. A review of the needs, funding and organizational arrangements in order to ensure the effective delivery of the Plans, including:
    1. a needs assessment of the Fisheries Commission;
    2. a fishery public sector expenditure review; and
    3. a functional review to design organizational processes and systems;
  3. The development of the operational framework for the delivery of the Plans, including:
    1. standards and specifications for the catch and effort database;
    2. a Information and Communication Strategy
    3. a Fisheries Management Information System (FMIS)
  4. A policy for the development and operation of community-based management networks built around defined fisheries management units
