Final evaluation of the 2017 - 2024 Promopêche programme aiming to create decent jobs and consolidate the employments of young people, women, and potential migrants in the artisanal fishing sector in Mauritania Mauritania

Description of Project:
Promopêche was an EU-funded programme carried out from October 2017 to January 2024 in Mauritania, with 24 million euros from the EU emergency trust fund (EUTF) for Africa and 870 000 euros from Germany - from its Federal Ministry for Economic Cooperation and Development (BMZ). Its objectives were to:

  1. create decent jobs and consolidate the employments of young people and potential migrants in the artisanal fishing sector and
  2. promote the employment and improve the living conditions of coastal artisanal fishers, young people and women around protected natural areas in northern Mauritania.

Three implementing partners were involved : the German development agency (GIZ), the Spanish agency for International Development Cooperation (AECID) and the International Labour Office of the International Labour Organisation (ILO). From Sept. 2021 to August 2023, a technical assistance (one expert) supported the programme coordination and the ministry in charge of fisheries in implementing its sectoral strategy too.

The EU Delegation in Mauritania selected the consortium led by Proman to carry out a final evaluation of the Programme from November 2024 to June 2025. Proman subcontracted Poseidon to coordinate the evaluation. The selection process was achieved through the EU framework contract SEA 2023 – LOT 16 INTPA/2022/EA-OP/0102 - SEA-2023-28223 // T05-EUTF-REG-SAH-02-79.

Services Provided:

A Poseidon Director led an evaluation team of four national experts, and an international expert in evaluation EU-funded agriculture and fisheries projects/programmes.

Completed tasks were as follows:

  1. Delivering an inception report;
  2. Carrying out the evaluation by three field missions by the team leader, two capitalisation workshops using preliminary findings, three restitution workshops using a draft evaluation report. National experts supported the field missions by participating to them and collecting data and stakeholders's views during the evaluation phase;
  3. Delivering a final evaluation report;
  4. A communication phase by designing three infographics and a short video-clip of around 2 minutes. These deliverables are planned to be made available online (activities subcontracted by Proman to a communication specialist in Mauritania).

All tasks were overseen by the team leader.
