Ex-post and ex-ante evaluation of the Protocol to the EU/Mauritius Sustainable Fisheries Partnership Agreement mauritius

Description of Project:
The 2022-2026 Protocol implementing the Fisheries Partnership Agreement (FPA) between the European Union (EU) and the Republic of Mauritius (Mauritius) provided access to tuna and associated species in Mauritius waters for a maximum of 40 EU tuna purse seine vessels and 45 EU surface longliners, in exchange for a minimum annual EU financial compensation of EUR 275 000. It also provided for an annual decoupled maximum EU contribution of EUR 450 000 for the support and implementation of the Mauritius’ national fisheries policy and related policies (EUR 275 000 for targeted actions for the development of the fisheries sector and EUR 175 000 for targeted actions for the development of the maritime policy and ocean economy, collectively the ‘sectoral support’).
Services Provided:
Poseidon completed an ex-post evaluation of the current Protocol and an ex-ante evaluation of a possible future Protocol to the Agreement between the EU and Mauritius. The evaluation was completed between August and November 2025 and involved consultations with relevant stakeholders in the EU and in Mauritius, and economic, social, and environmental analyses. The ex-post evaluation considered a range of evaluation criteria and used several points of comparison to evaluate the expected outcome of the intervention compared to the previous Protocol and the expected evolution over the evaluation period. The ex-post evaluation, along with the ex-ante evaluation which assessed options with regards to a possible future Protocol, provided data and analysis to inform a decision by the European Commission as to whether to request a mandate from the Council to negotiate with Mauritius for a new Protocol.
