Description of Project:
FIFG 2000-2006 expenditure is currently being evaluated by the European Commission, with a report due early 2010. Pew Charitable Trusts have commissioned Poseidon to undertake a shadow ex-post evaluation of FIFG 2000-2006.

Services Provided:
This "shadow evaluation" concentrated on environmental and social impacts, rather than on economic issues, and therefore had a different focus to the Commission's own evaluation. Outputs were based on detailed data analysis of the Commission's database of all FIFG awards over 2000-2006 for the 10 EU Member States with greatest levels of FIFG expenditure. Additional incountry case study analysis was also completed in 6 countries. A range of indicators (qualitative and quantitative) were used to assess the extent to which FIFG funding may have had positive and negative environmental and social impacts.
