Mid Term Evaluation of FIFG Expenditure UK

Description of Project:
Poseidon carried out the mid term review for the Financial Instrument for Fisheries Guidance, ‘Non-objective 1’ UK regions of England, Scotland and Wales. The review was part of HMG's obligations to the European Commission and HM Treasury to satisfy spending criteria for fishing industry grants (catching, processing, aquaculture, marketing and harbours) against a number of indicators - value for money, additionality, displacement etc. The review was co-ordinated by the Non-Objective 1 Steering Committee that included UK Fishery Departments, DG FISH, Seafish Industry Authority and WWF. The study included a survey of the sector examining investments, investment decision-making and the contribution to this from public funding.

a description of UK fisheries evolution (up to 2003)
an assessment of the successes and failures of each programme axis (decommissioning, processing, aquaculture etc)
an assessment of the administration's performance
proposals for amending strategy.
