Description of Project:
The main policy objectives for technical measures in the EU in a reformed CFP are as follows: 1. to simplify and improve the effectiveness of technical measures taking account of the consideration of environmental aspects, such as the minimising of discards, the protection of sensitive species and marine habitats. 2. to contribute to the implementation of the commitment to bring all European fish stocks to a state where they can produce Maximum Sustainable Yield (MSY) by 2015; and 3. to contribute to the objectives and targets for "good environmental status" (GES) as established under the Marine Strategy Framework Directive (MSFD), as well as other environmental conservation legislation such as the Habitats and Birds Directives The objectives of this specific contract were to assess to what degree existing technical measures have met the objectives set, and thereby help to identify the best policy direction for future technical measures in the context of a reformed CFP.
Services Provided:
Poseidon worked with other companies in a consortium to complete 1. A retrospective evaluation of the existing technical measures regulations in place in terms of their relevance, effectiveness, efficiency, coherence and acceptance. 2. A prospective evaluation of the likely economic, social and environmental impacts as well as the effectiveness, efficiency and coherence of different policy options for future technical measures. Poseidon contributed to study methodolgy and analysis (with a particular focus on control and enforcement issues), and completed case studies in Scotland and Ireland.
