Ex post and ex ante evaluation of the Protocol to the sustainable fisheries partnership agreement between the EU and Comoros Comoros

Description of Project:
This assignment was an ex post evaluation of the EU/Comores Sustainable Fisheries Partnership Agreement (SFPA). Consultations were held with stakeholders in the EU and in Comores to evaluate the existing Protocol in terms of its relevance, effectiveness, efficiency, coherence, and EU value added. An ex ante evaluation was also conducted of a possible new Protocol between the two parties, to be used as the basis for determining whether the Commission should be provided with a mandate to negotiate a new Protocol on behalf of the EU.

Services Provided:

Poseidon carried out the study with a team of two experts specialised in evaluating SFPAs on behalf of the EU. The evaluation report was peer reviewed.
