Description of Project:
Ex-post evaluation of the Department of Marine’s expenditure into fishing harbours, and analysis of investment in terms of value for money, leverage, additionality and possible displacement. The evaluation was conducted as part of the EC requirements for evaluations of public expenditure.
Services Provided:
Review of background literature and documentation. A SWOT analysis of investment was undertaken through discussions with stakeholders and harbour users, and the extent to which economic and output indicators were satisfied was examined. Programme objectives were reviewed and interviews were conducted in 20 ports, with development opportunities considered and recommendations made on necessary changes to policy direction. Detailed specification was provided on guidelines or cost benefit analysis.
