Description of Project:
This assignment supported the design of a programme iwithin the framework of the Multi-Annual Indicative Programme for Mozambique 2021-2027 (MIP). The purpose of the assignment was to support the EU Delegation of Mozambique in the identification and formulation of an initiative to support and boost a sustainable blue economy, improved governance, and the conservation and restoration of marine natural capital coastal ecosystems services in Mozambique. The Mozambique Blue Economy, Ocean governance and coastal ecosystems conservation and restoration is planned to be part of the Annual Action Plan 2023.
Services Provided:
The specific objectives, all of which were acheived, were to:
- Conduct a review of existing institutions, policies, instruments and programmes relevant
to blue economy in Mozambique;
- Develop a strategy and prioritise the scope, and components of a Blue Economy programme based on EU comparative advantage and available resources;
- Propose the set-up of the programme, notably the implementation modalities, budget, locations, target groups and the relevant institutional anchoring;
- Facilitate stakeholders’ workshops, virtual and physical, for validation of the draft blue economy intervention;
- Draft of an Action Document.
The work was completed by a team of three experts, two contracted to Poseidon, based on a mix of home-based and in-country work.
